Vaisesika Sūtra 1.1.13

उभयथा गुणाः ॥१३॥

ubhayathā guṇāḥ ॥13॥

[उभयथा (ubhayathā) - in both ways; गुणाः (guṇāḥ) - qualities;]

But both (movement and substance) have qualities.
