Vaisesika Sūtra 1.1.24

गुणवैधर्म्यान्न कर्मणां कर्म ॥२४॥

guṇa-vaidharmyān na karmaṇāṁ karma ॥24॥

[गुण-वैधर्म्यात् (guṇa-vaidharmyāt) - due to dissimilarity in qualities; न (na) - not; कर्मणाम् (karmaṇām) - of actions; कर्म (karma) - is action (i.e., one action is not the effect of another);]

Due to movement brought about by variance in the qualities, because of their respective DHARMAs, results in movement, i.e. Karma.
