Vaisesika Sūtra 1.1.26

असमवायात्सामान्यकार्यं कर्म न विद्यते ॥२६॥

asamavāyāt sāmānya-kāryaṁ karma na vidyate ॥26॥

[असमवायात् (asamavāyāt) - from non-inherence; सामान्य-कार्यं (sāmānya-kāryam) - general effect; कर्म (karma) - action; न (na) - not; विद्यते (vidyate) - exists;]

Action does not exist as a general effect arising from non-inherence.

Due to absence of generality (as each substance is bound to have some differences), the common effects of action do not come to light.
