Vaisesika Sūtra 5.2.01

नोदनाभिधातात् संयुक्तसंयोगाच्च पृथिव्यां कर्म ॥१॥

nōdanābhidhātāt saṁyuktasaṁyōgāc ca pṛthivyāṁ karma ॥1॥

[नोदन-अभिधातात् (nodana-abhidhātāt) - instigation by the one who expresses; संयुक्त-सम्योगात्-च (saṁyukta-saṁyogāt-ca) - and from compound conjunction; पृथिव्याम् (pṛthivyām) - on the earth; कर्म (karma) - action / movements;]

Actions on earth arise from the instigation of the one who expresses and also through its compound conjunctions.
