Vaisesika Sūtra 5.2.21

दिक्कालावाकाश च क्रियावद्वैधर्म्यात् निष्क्रियाणि ॥२१॥

dik-kālāvākāśa ca kriyāvad-vaidharmyāt niṣkriyāṇi ॥21॥

[दिक्-काल-आकाशः-च (dik-kāla-ākāśaḥ-ca) - direction, time, and space; क्रियावत्-वैधर्म्यात् (kriyāvat-vaidharmyāt) - due to what possesses activity, contrary to dharma; निष्क्रियाणि (niṣkriyāṇi) - are inactive;]

Non-movement is due to the acts of direction, time, and space that are contrary to dharma.
