Vaisesika Sūtra 6.1.01

बुद्धिपूर्वा वाक्यकृतिर्वेदे ॥१॥

buddhipūrvā vākyakṛtir vēdē ॥1॥

[बुद्धि-पूर्वा (buddhi-pūrvā) - preceded by intention combined with knowledge; वाक्य-कृतिः (vākya-kṛtiḥ) - formation of sentence; वेदे (vēdē) - in the Veda;]

Sentence formation in the Veda is preceded by intention combined with knowledge.
