Vaisesika Sūtra 7.1.16

अणुत्वमहत्त्वाभ्यां कर्मगुणाश्च व्याख्याताः ॥१६॥

aṇutvamahattvābhyāṃ karmaguṇāś ca vyākhyātāḥ ॥16॥

[अणुत्व (aṇutva) - minuteness; महत्त्व (mahattva) - greatness; अभ्यां (abhyām) - by both; कर्मगुणाः (karmaguṇāḥ) - the qualities of action; च (ca) - and; व्याख्याताः (vyākhyātāḥ) - have been explained;]

By both minuteness and greatness, the qualities of action and (their) attributes have been explained.
