Vaisesika Sūtra 7.2.19

संयोगिनो दण्डात् समवायिनो विशेषाच्च ॥१९॥

saṁyogino daṇḍāt samavāyino viśeṣāc ca ॥19॥

[संयोगिनः (saṁyoginaḥ) - of those with conjunction; दण्डात् (daṇḍāt) - from governing rule; समवायिनः (samavāyinaḥ) - of those with inherence; विशेषात् च (viśeṣāt ca) - and due to distinction;]

Those with conjunction are related by a governing rule while those with inherence due to distinction (or speciality).
