Vaisesika Sūtra 1.1.31

कारणसामान्ये द्रव्यकर्मणां कर्म अकारणम् उक्तम् ॥३१॥

kāraṇa-sāmānye dravya-karmaṇāṁ karma akāraṇam uktam ॥31॥

[कारण-सामान्ये (kāraṇa-sāmānye) - in the generality of causes; द्रव्य-कर्मणाम् (dravya-karmaṇām) - of substances and actions; कर्म (karma) - action; अकारणम् (akāraṇam) - is not the cause; उक्तम् (uktam) - is stated;]

The substances are caused because of the effect of generality, and it is spoken as though action is not the cause.
