Vaisesika Sūtra 1.2.3

सामान्यं विशेष इति बुद्धयपेक्षम् ॥३॥

sāmānyaṁ viśēṣa iti buddhayapēkṣam ॥3॥

[सामान्यं विशेष इति बुद्धय अपेक्षम्॥
sāmānyaṁ = the generality; viśēṣa = the particularity; iti = thus; buddhaya = intellect; apēkṣam = is with reference to;॥]

Thus the generality and the particularity are determined with reference to intellect.
