Vaisesika Sūtra 2.2.11
द्रव्यत्वनित्यत्वे वायुना व्याख्याते ॥११॥
dravyatvanityatve vāyunā vyākhyāte ॥11॥
[द्रव्यत्व (dravyatva): principle of the substance that gives it the ability to flow; नित्यत्व (nityatva): principle of continued existence; ए (e): In; वायु (vāyu): Air; ना (nā): By; व्याख्या (vyākhyā): Explanation or exposition; ते (te): By (passive voice marker);]
Thus, the principle of potentiality to flow and the principle of continued existence are explained in the air element.
