Vaisesika Sūtra 2.2.33

द्वयोस्तु प्रवृत्त्योरभावात् ॥३३॥

dvayostu pravr̥ttyorabhāvāt ॥33॥

[द्वयोः (dvayoḥ): Of the two; तु (tu): But or indeed; प्रवृत्त्योः (pravṛttyoḥ): Of the activity or operation; अभावात् (abhāvāt): Due to the absence or non-existence;]

Indeed, of the two, due to absence of inherent drive to act.
