Vaisesika Sūtra 5.2.23

निष्क्रियाणां समवायः कर्मभ्यो निषिद्धः ॥२३॥

niṣkriyāṇāṁ samavāyaḥ karmabhyo niṣiddhaḥ ॥23॥

[निष्क्रियाणाम् (niṣkriyāṇām) - of the non-movement; समवायः (samavāyaḥ) - inherence; कर्मभ्यः (karmabhyaḥ) - from movement; निषिद्धः (niṣiddhaḥ) - is denied;]

Thus, the inherence of the non-movement within movement is denied.
