Vaisesika Sūtra 7.1.14

अणुत्वमहत्त्वयोरणुत्वमहत्त्वाऽभावः कर्मगुणैर्व्याख्यातः ॥१४॥

The greatness of minuteness and absence of greatness in minuteness is explained in terms of actions and qualities.
