Vaisesika Sūtra 9.1.09

अभूतं नास्तीत्यनर्थान्तरम् ॥९॥

abhūtaṁ nāsti iti anarthāntaram ॥9॥

[अभूतम् (abhūtam) - non-being; नास्ति (nāsti) - does not exist; इति (iti) - thus; अनर्थान्तरम् (anarthāntaram) - a different negation;]

“It does not exist” is a distinct negation of "non-being".
