Yōga Sūtra 1.24
क्लेशकर्मविपाकाशयैरपरामृष्टः पुरुषविशेष ईश्वरः।
klēśakarmavipākāśayairaparāmr̥ṣṭaḥ puruṣaviśēṣa īśvaraḥ।
[क्लेश कर्म विपाक आशयैर् अपरामृष्टः पुरुष विशेष ईश्वरः।
klēśa = obstacles; karma = action; vipāka = fruition of (result of); āśayair = desires; aparāmr̥ṣṭaḥ = untouched; puruṣa = the being; viśēṣa = is the specialty; īśvaraḥ = of īśvaraḥ;]
Being untouched by obstacles, fruits of activities, and desires is the specialty of the being called īśvaraḥ.
The definition of īśvaraḥ is given here. He is a special being who is not touched by the obstacles, fruits of activities and desires.
