Vaisesika Sūtra 10.1.02

saṁśaya-nirṇaya-antara-abhāvaś ca jñānāntaratve hetuḥ ॥2॥

Due to the differences in the ability to arrive at a conclusion, because of doubt or its absence, knowledge varies.
