Vaiśampāyana said.
ततो राज्ञाभ्यनुज्ञातो धृतराष्ट्रः प्रतापवान्। ययौ स्वभवनं राजा गान्धार्यानुगतस्तदा ॥१५-९-१॥
tato rājñābhyanujñāto dhṛtarāṣṭraḥ pratāpavān। yayau svabhavanaṃ rājā gāndhāryānugatastadā ॥15-9-1॥

Then, having received the permission of the king, the vigorous Dhritarashtra went to his own house, accompanied by Gandhari. (15-9-1)
मन्दप्राणगतिर्धीमान्कृच्छ्रादिव समुद्धरन्। पदातिः स महीपालो जीर्णो गजपतिर्यथा ॥१५-९-२॥
mandaprāṇagatirdhīmānkṛcchrādiva samuddharan। padātiḥ sa mahīpālo jīrṇo gajapatiryathā ॥15-9-2॥
[मन्दप्राणगतिः (mandaprāṇagatiḥ) - having slow movement of breath; धीमान् (dhīmān) - wise one; कृच्छ्रात् (kṛcchrāt) - with difficulty; इव (iva) - as if; समुद्धरन् (samuddharan) - lifting up together; पदातिः (padātiḥ) - on foot; सः (saḥ) - he; महीपालः (mahīpālaḥ) - king; जीर्णः (jīrṇaḥ) - aged; गजपतिः (gajapatiḥ) - master of an elephant; यथा (yathā) - as;]
(Having slow breath movement, the wise (king), as if with difficulty lifting up together, on foot, he the king, aged, as (an) elephant-master.)
The wise king, moving with slow breath, with difficulty rising and walking on foot like an old mahout, just as an aged elephant-driver. (15-9-2)
तमन्वगच्छद्विदुरो विद्वान्सूतश्च सञ्जयः। स चापि परमेष्वासः कृपः शारद्वतस्तथा ॥१५-९-३॥
tam anvagacchad viduro vidvān sūtaś ca sañjayaḥ। sa cāpi parameṣvāsaḥ kṛpaḥ śāradvatas tathā॥15-9-3॥

(Him followed Vidura, the wise, the charioteer Sūta and Sañjaya. He also, the great archer Kṛpa, son of Śaradvat, likewise.)
Vidura, the wise, the charioteer Sūta and Sañjaya followed him. Likewise, Kṛpa, the great archer, son of Śaradvat, also did so. (15-9-3)
स प्रविश्य गृहं राजा कृतपूर्वाह्णिकक्रियः। तर्पयित्वा द्विजश्रेष्ठानाहारमकरोत्तदा ॥१५-९-४॥
sa praviśya gṛhaṃ rājā kṛtapūrvāhṇikakriyaḥ। tarpayitvā dvijaśreṣṭhān āhāram akarot tadā ॥15-9-4॥
[स (sa) - he; प्रविश्य (praviśya) - having entered; गृ함् (gṛham) - house; राजा (rājā) - the king; कृतपूर्वाह्णिकक्रियः (kṛtapūrvāhṇikakriyaḥ) - having done the morning rituals; तर्पयित्वा (tarpayitvā) - having satisfied (by offering); द्विजश्रेष्ठान् (dvijaśreṣṭhān) - the best of twice-born (Brahmins); आहारम् (āhāram) - food; अकरोत् (akarot) - he made (ate); तदा (tadā) - then;]
(He, having entered the house, the king, having done the morning rituals; having satisfied the best of twice-born with offerings, food he took then.)
Having entered the house and performed his morning duties, the king, after offering satisfaction to the foremost Brahmins, then took his meal. (15-9-4)
गान्धारी चैव धर्मज्ञा कुन्त्या सह मनस्विनी। वधूभिरुपचारेण पूजिताभुङ्क्त भारत ॥१५-९-५॥
gāndhārī caiva dharmajñā kuntyā saha manasvinī। vadhūbhirupacāreṇa pūjitābhuṅkta bhārata ॥15-9-5॥
[गान्धारी (gāndhārī) - Gandhari; च (ca) - and; एव (eva) - indeed; धर्मज्ञा (dharmajñā) - knower of dharma; कुन्त्या (kuntayā) - with Kunti; सह (saha) - together; मनस्विनी (manasvinī) - high-minded lady; वधूभिः (vadhūbhiḥ) - by the (young) daughters-in-law; उपचारेण (upacāreṇa) - with (proper) service; पूजिता (pūjitā) - honored; अभुङ्क्त (abhuṅkta) - she ate; भारत (bhārata) - O Bhārata (descendant of Bharata);]
(Gandhari and indeed the knower of dharma, together with Kunti, the high-minded lady, by the daughters-in-law with (proper) service, being honored, ate, O Bhārata.)
Gandhari, who was wise in dharma, together with the noble-minded Kunti, was honored by her daughters-in-law through proper service, and then she ate, O Bhārata. (15-9-5)
कृताहारं कृताहाराः सर्वे ते विदुरादयः। पाण्डवाश्च कुरुश्रेष्ठमुपातिष्ठन्त तं नृपम् ॥१५-९-६॥
kṛtāhāraṁ kṛtāhārāḥ sarve te vidurādayaḥ। pāṇḍavāś ca kuruśreṣṭham upātiṣṭhanta taṁ nṛpam॥15-9-6॥
[कृताहारं (kṛtāhāram) - having eaten; done with the meal; कृताहाराः (kṛtāhārāḥ) - having eaten; having finished their food; सर्वे (sarve) - all; ते (te) - they; विदुरादयः (vidurādayaḥ) - Vidura and others; पाण्डवाः (pāṇḍavāḥ) - the Pāṇḍavas; च (ca) - and; कुरुश्रेष्ठम् (kuruśreṣṭham) - best of the Kuru (Dhṛtarāṣṭra); उपातिष्ठन्त (upātiṣṭhanta) - approached, attended; तं (taṁ) - that; नृपम् (nṛpam) - king;]
(Having eaten, having eaten all they Vidura and others, the Pāṇḍavas and, the best of the Kuru they approached that king.)
After finishing their meal, all of them—Vidura and the others, along with the Pāṇḍavas—attended upon that best of the Kurus, the king. (15-9-6)
ततोऽब्रवीन्महाराज कुन्तीपुत्रमुपह्वरे। निषण्णं पाणिना पृष्ठे संस्पृशन्नम्बिकासुतः ॥१५-९-७॥
tato'bravīn mahārāja kuntīputram upahvare। niṣaṇṇaṃ pāṇinā pṛṣṭhe saṃspṛśan ambikāsutaḥ ॥15-9-7॥
[ततः (tataḥ) - then; अब्रवीत् (abravīt) - said; महाराज (mahārāja) - O great king; कुन्तीपुत्रम् (kuntīputram) - Kuntī's son; उपह्वरे (upahvare) - at the sacrificial altar; निषण्णम् (niṣaṇṇam) - seated; पाणिना (pāṇinā) - with (his) hand; पृष्ठे (pṛṣṭhe) - on the back; संस्पृशन् (saṃspṛśan) - touching; अम्बिकासुतः (ambikāsutaḥ) - the son of Ambikā;]
(Then said, O great king, to Kuntī's son at the sacrificial altar, seated, with (his) hand on (his) back, touching, the son of Ambikā.)
Then the son of Ambikā, touching the seated Kuntī's son on the back with his hand at the sacrificial altar, said, O great king. (15-9-7)
अप्रमादस्त्वया कार्यः सर्वथा कुरुनन्दन। अष्टाङ्गे राजशार्दूल राज्ये धर्मपुरस्कृते ॥१५-९-८॥
apramādas tvayā kāryaḥ sarvathā kurunandana। aṣṭāṅge rājaśārdūla rājye dharmapuraskṛte ॥15-9-8॥
[अप्रमादः (apramādaḥ) - non-negligence; त्वया (tvayā) - by you; कार्यः (kāryaḥ) - should be done; सर्वथा (sarvathā) - in every way; कुरुनन्दन (kurunandana) - O delight of the Kurus; अष्टाङ्गे (aṣṭāṅge) - with eight limbs; राजशार्दूल (rājaśārdūla) - O tiger among kings; राज्ये (rājye) - in the kingdom; धर्मपुरस्कृते (dharmapuraskṛte) - where dharma is set in front;]
(Non-negligence by you should be done in every way, O delight of the Kurus, in the eight-limbed, O tiger among kings, kingdom where dharma is set in front.)
O delight of the Kurus, you should always act with vigilance in the eightfold kingdom, O tiger among kings, where dharma is held foremost. (15-9-8)
तत्तु शक्यं यथा तात रक्षितुं पाण्डुनन्दन। राज्यं धर्मं च कौन्तेय विद्वानसि निबोध तत् ॥१५-९-९॥
tattu śakyaṃ yathā tāta rakṣituṃ pāṇḍunandana। rājyaṃ dharmaṃ ca kaunteya vidvān asi nibodha tat ॥15-9-9॥
[तत् (tat) - that; तु (tu) - but; शक्यं (śakyaṃ) - possible; यथा (yathā) - as; तात (tāta) - O dear one; रक्षितुं (rakṣituṃ) - to protect; पाण्डुनन्दन (pāṇḍunandana) - O son of Pāṇḍu; राज्यं (rājyaṃ) - kingdom; धर्मं (dharmaṃ) - dharma; च (ca) - and; कौन्तेय (kaunteya) - O son of Kuntī; विद्वान् (vidvān) - one who is wise; असि (asi) - you are; निबोध (nibodha) - know; तत् (tat) - that;]
(But that is possible as, O dear one, to protect, O son of Pāṇḍu; kingdom, dharma and, O son of Kuntī, one who is wise you are, know that.)
But that is possible, dear one, only as you, O son of Pāṇḍu, protect the kingdom and dharma. O son of Kuntī, understand this, you are wise. (15-9-9)
विद्यावृद्धान्सदैव त्वमुपासीथा युधिष्ठिर। शृणुयास्ते च यद्ब्रूयुः कुर्याश्चैवाविचारयन् ॥१५-९-१०॥
vidyāvṛddhān sadaiva tvam upāsīthā yudhiṣṭhira। śṛṇuyās te ca yad brūyuḥ kuryāś caiva avicārayan ॥15-9-10॥
[विद्यावृद्धान् (vidyāvṛddhān) - those mature in knowledge; सदैव (sadaiva) - always; त्वम् (tvam) - you; उपासीथा (upāsīthā) - should approach; युधिष्ठिर (yudhiṣṭhira) - Yudhiṣṭhira; शृणुयाः (śṛṇuyāḥ) - should listen; ते (te) - to them; च (ca) - and; यत् (yat) - what; ब्रूयुः (brūyuḥ) - they might say; कुर्याः (kuryāḥ) - should do; चैव (ca eva) - and indeed; अविचारयन् (avicārayan) - without deliberation;]
(You should always approach those mature in knowledge, Yudhiṣṭhira. You should listen to them, and whatever they might say, you should do, and indeed without deliberation.)
Yudhiṣṭhira, you should always approach the wise, listen to what they say, and perform whatever they advise you, without hesitation. (15-9-10)
प्रातरुत्थाय तान्राजन्पूजयित्वा यथाविधि। कृत्यकाले समुत्पन्ने पृच्छेथाः कार्यमात्मनः ॥१५-९-११॥
prātar utthāya tān rājan pūjayitvā yathāvidhi। kṛtyakāle samutpanne pṛcchetsāḥ kāryam ātmanaḥ ॥15-9-11॥
[प्रातः (prātaḥ) - in the morning; उत्थाय (utthāya) - having risen; तान् (tān) - them; राजन् (rājan) - O King; पूजयित्वा (pūjayitvā) - having worshiped; यथा-विधि (yathā-vidhi) - according to the proper method; कृत्य-काले (kṛtya-kāle) - at the time of duty; समुत्पन्ने (samutpanne) - having arisen; पृच्छेथाः (pṛcchetsāḥ) - you should ask; कार्यं (kāryam) - the work; आत्मनः (ātmanaḥ) - of yourself;]
(In the morning, having arisen, them, O King, having worshiped according to the proper method, at the time of duty having arisen, you should ask the work of yourself.)
O King, having risen in the morning and worshiped them according to the proper method, when it is time for duty, you should inquire as to your own tasks. (15-9-11)
ते तु संमानिता राजंस्त्वया राज्यहितार्थिना। प्रवक्ष्यन्ति हितं तात सर्वं कौरवनन्दन ॥१५-९-१२॥
te tu saṁmānitā rājan tvayā rājyahitārthinā। pravakṣyanti hitaṁ tāta sarvaṁ kauravanandana ॥15-9-12॥
[ते (te) - they; तु (tu) - but; संमानिता (saṁmānitā) - being honored; राजन् (rājan) - O king; त्वया (tvayā) - by you; राज्यहितार्थिना (rājyahitārthinā) - desiring the welfare of the kingdom; प्रवक्ष्यन्ति (pravakṣyanti) - will speak; हितम् (hitam) - benefit; तात (tāta) - O dear; सर्वम् (sarvam) - all; कौरवनन्दन (kauravanandana) - joy of the Kauravas;]
(They but, being honored, O king, by you desiring the welfare of the kingdom, will speak benefit, O dear, all, O joy of the Kauravas.)
But they, being honored by you, O king who desires the good of the kingdom, will tell you all that is beneficial, O dear Kauravanandana. (15-9-12)
इन्द्रियाणि च सर्वाणि वाजिवत्परिपालय। हिताय वै भविष्यन्ति रक्षितं द्रविणं यथा ॥१५-९-१३॥
indriyāṇi ca sarvāṇi vāji-vat-paripālaya। hitāya vai bhaviṣyanti rakṣitaṃ draviṇaṃ yathā ॥15-9-13॥
[इन्द्रियाणि (indriyāṇi) - senses; च (ca) - and; सर्वाणि (sarvāṇi) - all; वाजिवत् (vāji-vat) - like a horse; परिपालय (paripālaya) - protect; हिताय (hitāya) - for benefit; वै (vai) - indeed; भविष्यन्ति (bhaviṣyanti) - will become; रक्षितं (rakṣitam) - protected; द्रविणं (draviṇam) - wealth; यथा (yathā) - just as;]
(And all senses, like a horse, protect. For benefit indeed they will become, as protected wealth.)
Just as protected wealth brings benefit, so too will the senses, if you guard them like a horse. (15-9-13)
अमात्यानुपधातीतान्पितृपैतामहाञ्शुचीन्। दान्तान्कर्मसु सर्वेषु मुख्यान्मुख्येषु योजयेः ॥१५-९-१४॥
amātyān-upadhā-atītān-pitṛ-paitāmahān-śucīn। dāntān-karmasu sarveṣu mukhyān-mukhyeṣu yojayeḥ ॥15-9-14॥
[अमात्यान् (amātyān) - ministers; उपधातीतान् (upadhā-atītān) - those who are beyond deceit; पितृपैतामहान् (pitṛ-paitāmahān) - inherited from father and grandfather; शुचीन् (śucīn) - pure; दान्तान् (dāntān) - self-controlled; कर्मसु (karmasu) - in duties; सर्वेषु (sarveṣu) - all; मुख्यान् (mukhyān) - chief (persons); मुख्येषु (mukhyeṣu) - in chief (duties); योजयेः (yojayeḥ) - you should appoint;]
(Ministers who are beyond deceit, inherited from father and grandfather, pure, self-controlled, in all duties, chief (persons), in chief (duties), you should appoint.)
You should appoint as ministers those who are free from deceit, inherited from your father and grandfather, pure, self-controlled, and foremost among all, to the chief duties. (15-9-14)
चारयेथाश्च सततं चारैरविदितैः परान्। परीक्षितैर्बहुविधं स्वराष्ट्रेषु परेषु च ॥१५-९-१५॥
cārayethāś ca satataṃ cārair aviditaiḥ parān। parīkṣitair bahuvidhaṃ svarāṣṭreṣu pareṣu ca ॥15-9-15॥
[चारयेथाः (cārayethāḥ) - (you) should cause to be observed; (imperative, 2nd person singular); च (ca) - and; सततम् (satatam) - constantly; चारैः (cāraiḥ) - by spies; अविदितैः (aviditaiḥ) - unrecognised; unknown; परान् (parān) - (the) others; enemies; परीक्षितैः (parīkṣitaiḥ) - tested; examined; बहुविधम् (bahuvidham) - in many ways; स्वराष्ट्रेषु (svarāṣṭreṣu) - in one's own territories; परेषु (pareṣu) - in others' (territories); च (ca) - and;]
(And you should cause (spies), constantly, by unrecognised spies, to observe enemies, by tested (spies), in many ways, in one's own territories and in others' (territories).)
You should always have enemies thoroughly observed, in many ways, by tested and unrecognised spies, in your own territories and those of others. (15-9-15)
पुरं च ते सुगुप्तं स्याद्दृढप्राकारतोरणम्। अट्टाट्टालकसम्बाधं षट्पथं सर्वतोदिशम् ॥१५-९-१६॥
puraṃ ca te sugup taṃ syād dṛḍha-prākāra-toraṇam। aṭṭāṭṭālaka-sambādhaṃ ṣaṭpathaṃ sarvatodiśam॥15-9-16॥
[पुरं (puraṃ) - city; च (ca) - and; ते (te) - your; सुगुप्तं (suguptaṃ) - well-guarded; स्यात् (syāt) - may be; दृढप्राकारतोरणम् (dṛḍha-prākāra-toraṇam) - possessed of strong ramparts and gateways; अट्टाट्टालकसम्बाधं (aṭṭāṭṭālaka-sambādham) - thickly provided with lofty mansions; षट्-पथं (ṣaṭ-patham) - having six roads; सर्वतोदिशम् (sarvatodiśam) - in all directions;]
(City and your well-guarded may be, with strong ramparts and gateways, thickly set with lofty mansions, having six roads in all directions.)
May your city be well-guarded, endowed with strong ramparts and gateways, densely packed with lofty mansions, and possessing six roads leading in all directions. (15-9-16)
तस्य द्वाराणि कार्याणि पर्याप्तानि बृहन्ति च। सर्वतः सुविभक्तानि यन्त्रैरारक्षितानि च ॥१५-९-१७॥
tasya dvārāṇi kāryāṇi paryāptāni bṛhanti ca। sarvataḥ suvibhaktāni yantrair ārakṣitāni ca ॥15-9-17॥
[तस्य (tasya) - of him; द्वाराणि (dvārāṇi) - doors; कार्याणि (kāryāṇi) - necessary; पर्याप्तानि (paryāptāni) - sufficient; बृहन्ति (bṛhanti) - large; च (ca) - and; सर्वतः (sarvataḥ) - on all sides; सुविभक्तानि (suvibhaktāni) - well-divided; यन्त्रैः (yantraiḥ) - by mechanisms; अरक्षितानि (ārakṣitāni) - protected; च (ca) - and;]
(Of him doors necessary sufficient large and. On all sides well-divided by mechanisms protected and.)
His doors are necessary, sufficient, and large. They are well-divided on all sides and protected by mechanisms. (15-9-17)
पुरुषैरलमर्थज्ञैर्विदितैः कुलशीलतः। आत्मा च रक्ष्यः सततं भोजनादिषु भारत ॥१५-९-१८॥
puruṣair alam arthajñair viditaiḥ kulaśīlataḥ। ātmā ca rakṣyaḥ satataṃ bhojanādiṣu bhārata॥15-9-18॥
[पुरुषैः (puruṣaiḥ) - by men; अलम् (alam) - sufficient; अर्थज्ञैः (arthajñaiḥ) - who know value; विदितैः (viditaiḥ) - known; कुलशीलतः (kulaśīlataḥ) - by family character; आत्मा (ātmā) - self; च (ca) - and; रक्ष्यः (rakṣyaḥ) - ought to be protected; सततं (satataṃ) - always; भोजनादिषु (bhojanādiṣu) - in eating and others; भारत (bhārata) - O Bhārata;]
(By men sufficient and knowing value, known by family character, self also ought to be protected always in eating and others, O Bhārata.)
O Bhārata, by men who are competent and wise in the value of things, and known by family and character, one should always protect oneself, especially regarding eating and similar matters. (15-9-18)
विहाराहारकालेषु माल्यशय्यासनेषु च। स्त्रियश्च ते सुगुप्ताः स्युर्वृद्धैराप्तैरधिष्ठिताः ॥ शीलवद्भिः कुलीनैश्च विद्वद्भिश्च युधिष्ठिर ॥१५-९-१९॥
vihārāhārakāleṣu mālyaśayyāsaneṣu ca। striyaś ca te suguptāḥ syur vṛddhair āptair adhiṣṭhitāḥ॥ śīlavadbhiḥ kulīnaiś ca vidvadbhiś ca yudhiṣṭhira॥15-9-19॥
[विहार-अहार-कालेषु (vihāra-āhāra-kāleṣu) - in the times of recreation and eating; माल्य-शय्या-आसनेषु (mālya-śayyā-āsaneṣu) - with garlands, beds, and seats; च (ca) - and; स्त्रियः (striyaḥ) - women; च (ca) - and; ते (te) - your; सुगुप्ताः (suguptāḥ) - well-protected; स्युः (syuḥ) - should be; वृद्धैः (vṛddhaiḥ) - by the aged; आप्तैः (āptaiḥ) - by trustworthy (persons); अधिष्ठिताः (adhiṣṭhitāḥ) - supervised; शीलवद्भिः (śīlavadbhiḥ) - by virtuous (persons); कुलीनैः (kulīnaiḥ) - by noble (persons); विद्वद्भिः (vidvadbhiḥ) - by learned (persons); च (ca) - and; युधिष्ठिर (yudhiṣṭhira) - Yudhiṣṭhira;]
(In the times of recreation and eating, with garlands, beds, and seats and, your women should be well-protected, by the aged, by trustworthy (persons), supervised, by virtuous, by noble, by learned (persons), and Yudhiṣṭhira.)
O Yudhiṣṭhira, at times of recreation and meals, and among garlands, beds, and seats, your women should be well protected, supervised by aged, trustworthy, virtuous, noble, and learned persons. (15-9-19)
मन्त्रिणश्चैव कुर्वीथा द्विजान्विद्याविशारदान्। विनीतांश्च कुलीनांश्च धर्मार्थकुशलानृजून् ॥१५-९-२०॥
mantriṇaś caiva kurvīthā dvijān vidyā-viśāradān। vinītāṁś ca kulīnāṁś ca dharmārtha-kuśalān ṛjūn ॥15-9-20॥
[मन्त्रिणः (mantriṇaḥ) - ministers; च (ca) - and; एव (eva) - indeed; कुर्वीथा (kurvīthā) - should appoint; द्विजान् (dvijān) - twice-born (Brahmins, Kṣatriyas, Vaiśyas); विद्याविशारदान् (vidyā-viśāradān) - skillful in knowledge; विनीतान् (vinītān) - humble; च (ca) - and; कुलीनान् (kulīnān) - well-born; च (ca) - and; धर्मार्थकुशलान् (dharmārtha-kuśalān) - skilled in righteousness and wealth; ऋजून् (ṛjūn) - honest;]
(And indeed, you should appoint as ministers twice-born who are skillful in knowledge, humble, well-born, skilled in righteousness and wealth, and honest.)
You should appoint as ministers those twice-born who are learned, humble, of good family, skilled in righteousness and wealth, and honest. (15-9-20)
तैः सार्धं मन्त्रयेथास्त्वं नात्यर्थं बहुभिः सह। समस्तैरपि च व्यस्तैर्व्यपदेशेन केनचित् ॥१५-९-२१॥
taiḥ sārdhaṃ mantrayethāstvaṃ nātyarthaṃ bahubhiḥ saha. samastairapi ca vyastairvyapadeśena kenacit ॥15-9-21॥
[तैः (taiḥ) - with them; सार्धं (sārdham) - together; मन्त्रयेथाः (mantrayethāḥ) - you should consult; त्वं (tvaṃ) - you; न (na) - not; अत्यर्थं (atyarthaṃ) - excessively; बहुभिः (bahubhiḥ) - with many; सह (saha) - with; समस्तैः अपि (samastaiḥ api) - even with all; च (ca) - and; व्यस्तैः (vyastaiḥ) - with individuals; व्यपदेशेन (vyapadeśena) - by mention; केनचित् (kenacit) - with someone;]
(With them together you should consult, not excessively with many. Even with all and with individuals, by mention with someone.)
You should confer with them together, but not excessively with many; consult either all together or separately, with reference to someone specific. (15-9-21)
सुसंवृतं मन्त्रगृहं स्थलं चारुह्य मन्त्रयेः। अरण्ये निःशलाके वा न च रात्रौ कथञ्चन ॥१५-९-२२॥
susaṃvṛtaṃ mantragṛhaṃ sthalaṃ cāruhya mantrayeḥ। araṇye niḥśalāke vā na ca rātrau kathañcana ॥15-9-22॥
[सुसंवृतं (susaṃvṛtam) - well-enclosed; मन्त्रगृहं (mantragṛham) - mantra-chamber; स्थलं (sthalam) - place; च (ca) - and; अरुह्य (āruhya) - having ascended; मन्त्रयेः (mantrayeḥ) - one should recite (the mantra); अरण्ये (araṇye) - in the forest; निःशलाके (niḥśalāke) - free from pegs; वा (vā) - or; न (na) - not; च (ca) - and; रात्रौ (rātrau) - at night; कथञ्चन (kathañcana) - in any way;]
(Well-enclosed mantra-chamber (or) place, having ascended, one should recite; in the forest, free from pegs, or not at night in any way.)
One should recite (the mantra) in a well-enclosed mantra-chamber or an elevated place; in a forest, only where there are no pegs, and never at night under any circumstances. (15-9-22)
वानराः पक्षिणश्चैव ये मनुष्यानुकारिणः। सर्वे मन्त्रगृहे वर्ज्या ये चापि जडपङ्गुकाः ॥१५-९-२३॥
vānarāḥ pakṣiṇaś caiva ye manuṣyānukāriṇaḥ। sarve mantragṛhe varjyā ye cāpi jaḍapaṅgukāḥ॥15-9-23॥
[वानराः (vānarāḥ) - monkeys; पक्षिणः (pakṣiṇaḥ) - birds; च (ca) - and; एव (eva) - indeed; ये (ye) - who; मनुष्यानुकारिणः (manuṣyānukāriṇaḥ) - imitators of humans; सर्वे (sarve) - all; मन्त्रगृहे (mantragṛhe) - in the council chamber; वर्ज्याः (varjyāḥ) - are to be excluded; ये (ye) - who; च (ca) - and; अपि (api) - also; जडपङ्गुकाः (jaḍapaṅgukāḥ) - the dull and the lame;]
(Monkeys, birds, and indeed those who imitate humans—all are to be excluded from the council chamber, and also those who are dull and lame.)
Monkeys, birds, those who imitate humans, and all who are dull and lame, are to be excluded from the council chamber. (15-9-23)
मन्त्रभेदे हि ये दोषा भवन्ति पृथिवीक्षिताम्। न ते शक्याः समाधातुं कथञ्चिदिति मे मतिः ॥१५-९-२४॥
mantrabhēdē hi yē dōṣā bhavanti pṛthivīkṣitām। na tē śakyāḥ samādhātuṃ kathaṃciditi mē matiḥ॥15-9-24॥
[मन्त्रभेदे (mantrabhēdē) - in the breach of counsel; हि (hi) - indeed; ये (yē) - which; दोषा (dōṣāḥ) - faults; भवन्ति (bhavanti) - arise; पृथिवीक्षिताम् (pṛthivīkṣitām) - of kings; न (na) - not; ते (tē) - those; शक्याः (śakyāḥ) - possible; समाधातुं (samādhātuṃ) - to be resolved; कथञ्चित् (kathaṃcit) - in any way; इति (iti) - thus; मे (me) - my; मतिः (matiḥ) - opinion;]
(In the breach of counsel indeed which faults arise of kings, not those possible to be resolved in any way, thus my opinion.)
It is my opinion that the faults which arise from breach of counsel among kings cannot be remedied in any way. (15-9-24)
दोषांश्च मन्त्रभेदेषु ब्रूयास्त्वं मन्त्रिमण्डले। अभेदे च गुणान्राजन्पुनः पुनररिंदम ॥१५-९-२५॥
doṣāṁś ca mantrabhedeṣu brūyās tvaṁ mantrimaṇḍale। abhede ca guṇān rājan punaḥ punar ariṁdama ॥15-9-25॥
[दोषान् (doṣān) - faults; च (ca) - and; मन्त्रभेदेषु (mantrabhedeṣu) - in the divisions (differences) of counsel; ब्रूयाः (brūyāḥ) - you should speak; त्वम् (tvaṁ) - you; मन्त्रिमण्डले (mantrimaṇḍale) - to the council of ministers; अभेदे (abhede) - in unity (absence of division); च (ca) - and; गुणान् (guṇān) - virtues; राजन् (rājan) - O king; पुनः पुनः (punaḥ punaḥ) - again and again; अरिंदम (ariṁdama) - subduer of enemies;]
(Faults and in the divisions of counsel you should speak, you, to the council of ministers; in unity and virtues, O king, again and again, subduer of enemies.)
O king, you should mention the faults during differences of counsel to the council of ministers, and in the case of agreement, you should repeatedly speak of the virtues, O subduer of enemies. (15-9-25)
पौरजानपदानां च शौचाशौचं युधिष्ठिर। यथा स्याद्विदितं राजंस्तथा कार्यमरिंदम ॥१५-९-२६॥
paurajānapadānāṃ ca śaucāśaucaṃ yudhiṣṭhira। yathā syād viditaṃ rājan tathā kāryam ariṃdama ॥15-9-26॥
[पौरजानपदानां (paurajānapadānām) - of townsmen and country people; च (ca) - and; शौचाशौचं (śaucāśaucaṃ) - purity and impurity; युधिष्ठिर (yudhiṣṭhira) - Yudhiṣṭhira; यथा (yathā) - as; स्यात् (syāt) - may be; विदितं (viditaṃ) - known; राजन् (rājan) - O king; तथा (tathā) - so; कार्यं (kāryam) - should be done; अरिंदम (ariṃdama) - O subduer of foes;]
(Of townsmen and country people and purity and impurity, Yudhiṣṭhira, as may be known, O king, so should be done, O subduer of foes.)
O Yudhiṣṭhira, concerning the purity and impurity of townsmen and country people, as is known, O king, so should it be acted upon, O subduer of foes. (15-9-26)
