पितामह महाप्राज्ञ संशयो मे महानयम्। स च्छेत्तव्यस्त्वया राजन्भवान्कुलकरो हि नः ॥१२-११६-१॥
pitāmaha mahāprājña saṃśayo me mahānayam। sa cchettavyastvayā rājanbhavānkulakaro hi naḥ ॥12-116-1॥

(Grandfather, greatly wise, a doubt of mine, a great matter. That is to be resolved by you, O king; you are indeed the destroyer of our family.)
Grandfather, O greatly wise one, I have a great doubt. That must be resolved by you, O king, for you are indeed the destroyer of our family.
पुरुषाणामयं तात दुर्वृत्तानां दुरात्मनाम्। कथितो वाक्यसञ्चारस्ततो विज्ञापयामि ते ॥१२-११६-२॥
puruṣāṇām ayaṃ tāta durvṛttānāṃ durātmanām। kathito vākyasañcāras tato vijñāpayāmi te ॥12-116-2॥
[पुरुषाणाम् (puruṣāṇām) - of men; अयम् (ayam) - this; तात (tāta) - O dear one; दुर्वृत्तानाम् (durvṛttānām) - of the ill-behaved; दुरात्मनाम् (durātmanām) - of the wicked; कथितः (kathitaḥ) - has been told; वाक्यसञ्चारः (vākyasañcāraḥ) - the discourse; ततः (tataḥ) - thereafter; विज्ञापयामि (vijñāpayāmi) - I inform; ते (te) - to you;]
(Of men, this, O dear one, of the ill-behaved, of the wicked, has been told, the discourse, thereafter, I inform, to you.)
O dear one, I have told you the discourse concerning the ill-behaved and wicked men; now I inform you further.
यद्धितं राज्यतन्त्रस्य कुलस्य च सुखोदयम्। आयत्यां च तदात्वे च क्षेमवृद्धिकरं च यत् ॥१२-११६-३॥
yaddhitaṃ rājyatantrasya kulasya ca sukhodayam। āyatyāṃ ca tadātve ca kṣemavṛddhikaraṃ ca yat ॥12-116-3॥
[यत् (yat) - which; हितं (hitaṃ) - beneficial; राज्यतन्त्रस्य (rājyatantrasya) - of the administration; कुलस्य (kulasya) - of the family; च (ca) - and; सुखोदयम् (sukhodayam) - source of happiness; आयत्याम् (āyatyām) - in the future; च (ca) - and; तदात्वे (tadātve) - at that time; च (ca) - and; क्षेमवृद्धिकरं (kṣemavṛddhikaraṃ) - causing increase of welfare; च (ca) - and; यत् (yat) - which;]
(Which is beneficial to the administration, to the family, and is the source of happiness; in the future and at that time, and which causes increase of welfare; )
That which is beneficial to the administration and the family, brings happiness, and in both the present and the future, promotes welfare and growth.
पुत्रपौत्राभिरामं च राष्ट्रवृद्धिकरं च यत्। अन्नपाने शरीरे च हितं यत्तद्ब्रवीहि मे ॥१२-११६-४॥
putrapautrābhirāmaṃ ca rāṣṭravṛddhikaraṃ ca yat। annapāne śarīre ca hitaṃ yattadbravīhi me ॥12-116-4॥
[पुत्र (putra) - son; पौत्र (pautra) - grandson; अभिरामं (abhirāmaṃ) - pleasing; च (ca) - and; राष्ट्र (rāṣṭra) - kingdom; वृद्धि (vṛddhi) - growth; करं (karaṃ) - causing; च (ca) - and; यत् (yat) - which; अन्न (anna) - food; पाने (pāne) - drink; शरीरे (śarīre) - body; च (ca) - and; हितं (hitaṃ) - beneficial; यत् (yat) - which; तत् (tat) - that; ब्रवीहि (bravīhi) - tell; मे (me) - to me;]
(That which is pleasing to sons and grandsons, and that which causes the growth of the kingdom, and that which is beneficial in food, drink, and the body—tell me that.)
Tell me what is pleasing to sons and grandsons, promotes the growth of the kingdom, and is beneficial in food, drink, and for the body.
अभिषिक्तो हि यो राजा राज्यस्थो मित्रसंवृतः। असुहृत्समुपेतो वा स कथं रञ्जयेत्प्रजाः ॥१२-११६-५॥
abhiṣikto hi yo rājā rājyastho mitrasaṃvṛtaḥ। asuhṛtsamupeto vā sa kathaṃ rañjayetprajāḥ ॥12-116-5॥
[अभिषिक्तः (abhiṣiktaḥ) - anointed; consecrated; हि (hi) - indeed; surely; यः (yaḥ) - who; राजा (rājā) - king; राज्यस्थः (rājyasthaḥ) - situated in the kingdom; established in rule; मित्रसंवृतः (mitrasaṃvṛtaḥ) - surrounded by friends; असुहृत्समुपेतः (asuhṛtsamupetaḥ) - attended by unfriendly (people); accompanied by enemies; वा (vā) - or; सः (saḥ) - he; कथम् (katham) - how; रञ्जयेत् (rañjayet) - could please; could delight; प्रजाः (prajāḥ) - subjects; people;]
(Anointed indeed who king, established in the kingdom, surrounded by friends, or attended by enemies, he how could please the subjects?)
How could a king, though anointed and established in the kingdom, surrounded by friends or attended by enemies, ever please his subjects?
यो ह्यसत्प्रग्रहरतिः स्नेहरागबलात्कृतः। इन्द्रियाणामनीशत्वादसज्जनबुभूषकः ॥१२-११६-६॥
yo hy asat-pragraha-ratiḥ sneha-rāga-balāt-kṛtaḥ। indriyāṇām anīśatvād asajjana-bubhūṣakaḥ ॥12-116-6॥
[यः (yaḥ) - who; हि (hi) - indeed; असत्-प्रग्रह-रतिः (asat-pragraha-ratiḥ) - delighting in attachment to the unreal; स्नेह-राग-बलात्-कृतः (sneha-rāga-balāt-kṛtaḥ) - compelled by the force of affection and passion; इन्द्रियाणाम् (indriyāṇām) - of the senses; अनीशत्वात् (anīśatvāt) - due to lack of mastery; असज्जन-बुभूषकः (asajjana-bubhūṣakaḥ) - desiring the company of the wicked;]
(Who indeed, delighting in attachment to the unreal, compelled by the force of affection and passion, due to lack of mastery over the senses, desires the company of the wicked.)
Whoever, being attached to the unreal, driven by affection and passion, and lacking mastery over the senses, seeks the company of the wicked.
तस्य भृत्या विगुणतां यान्ति सर्वे कुलोद्गताः। न च भृत्यफलैरर्थैः स राजा सम्प्रयुज्यते ॥१२-११६-७॥
tasya bhṛtyā viguṇatāṃ yānti sarve kulodgatāḥ। na ca bhṛtyaphalairarthaiḥ sa rājā samprayujyate ॥12-116-7॥
[तस्य (tasya) - of him; भृत्याः (bhṛtyāḥ) - servants; विगुणताम् (viguṇatām) - absence of virtues; यान्ति (yānti) - go; सर्वे (sarve) - all; कुलोद्गताः (kulodgatāḥ) - born in noble families; न (na) - not; च (ca) - and; भृत्यफलैः (bhṛtyaphalaiḥ) - by the results of the servants; अर्थैः (arthaiḥ) - by means; सः (saḥ) - that; राजा (rājā) - king; सम्प्रयुज्यते (samprayujyate) - is associated;]
(Of him, the servants, all born in noble families, go to absence of virtues. And that king is not associated by the results of the servants or by means.)
All the servants of such a king, even those born in noble families, become devoid of virtues. And that king does not benefit from the results or means provided by his servants.
एतान्मे संशयस्थस्य राजधर्मान्सुदुर्लभान्। बृहस्पतिसमो बुद्ध्या भवाञ्शंसितुमर्हति ॥१२-११६-८॥
etān me saṃśayasthasya rājadarmān sudurlabhān। bṛhaspatisamo buddhyā bhavāñ śaṃsitum arhati ॥12-116-8॥

(These very difficult to obtain royal duties, for me who am in doubt, you, equal to Bṛhaspati by wisdom, are worthy to declare.)
You, who are as wise as Bṛhaspati, are worthy to explain to me, who am in doubt, these royal duties that are very difficult to understand.
शंसिता पुरुषव्याघ्र त्वं नः कुलहिते रतः। क्षत्ता चैव पटुप्रज्ञो यो नः शंसति सर्वदा ॥१२-११६-९॥
śaṁsitā puruṣavyāghra tvaṁ naḥ kulahite rataḥ। kṣattā caiva paṭuprājño yo naḥ śaṁsati sarvadā ॥12-116-9॥
[शंसिता (śaṁsitā) - one who is praised; पुरुषव्याघ्र (puruṣavyāghra) - tiger among men; त्वं (tvaṁ) - you; नः (naḥ) - for us; कुलहिते (kulahite) - in the welfare of the family; रतः (rataḥ) - engaged; क्षत्ता (kṣattā) - minister; च (ca) - and; एव (eva) - indeed; पटुप्रज्ञः (paṭuprājñaḥ) - one of keen intellect; यः (yaḥ) - who; नः (naḥ) - for us; शंसति (śaṁsati) - advises; सर्वदा (sarvadā) - always;]
(One who is praised, O tiger among men, you are engaged in the welfare of our family; the minister, indeed, of keen intellect, who always advises us.)
O tiger among men, you are praised for your constant engagement in the welfare of our family; and the minister of sharp intellect, who always advises us, is also praised.
त्वत्तः कुलहितं वाक्यं श्रुत्वा राज्यहितोदयम्। अमृतस्याव्ययस्येव तृप्तः स्वप्स्याम्यहं सुखम् ॥१२-११६-१०॥
tvattaḥ kulahitaṃ vākyaṃ śrutvā rājyahitodayam। amṛtasyāvyayasyeva tṛptaḥ svapsyāmyahaṃ sukham ॥12-116-10॥
[त्वत्तः (tvattaḥ) - from you; कुलहितं (kulahitam) - family-welfare; वाक्यं (vākyaṃ) - speech; श्रुत्वा (śrutvā) - having heard; राज्यहितोदयम् (rājyahitodayam) - rise of kingdom's welfare; अमृतस्य (amṛtasya) - of nectar; अव्ययस्य (avyayasya) - of the imperishable; इव (iva) - like; तृप्तः (tṛptaḥ) - satisfied; स्वप्स्यामि (svapsyāmi) - I shall sleep; अहं (ahaṃ) - I; सुखम् (sukham) - happily;]
(Having heard from you the speech for the welfare of the family and the rise of the kingdom's welfare, I, satisfied like with the imperishable nectar, shall sleep happily.)
Hearing your words for the good of the family and the kingdom, I am as satisfied as if with immortal nectar, and I shall sleep happily.
कीदृषाः संनिकर्षस्था भृत्याः स्युर्वा गुणान्विताः। कीदृशैः किङ्कुलीनैर्वा सह यात्रा विधीयते ॥१२-११६-११॥
kīdṛṣāḥ saṃnikarṣasthā bhṛtyāḥ syurvā guṇānvitāḥ। kīdṛśaiḥ kiṅkulīnairvā saha yātrā vidhīyate ॥12-116-11॥
[कीदृषाः (kīdṛṣāḥ) - of what kind; सन्निकर्षस्था (saṃnikarṣasthā) - those who are in close association; भृत्याः (bhṛtyāḥ) - servants; स्युः (syuḥ) - should be; वा (vā) - or; गुणान्विताः (guṇānvitāḥ) - endowed with virtues; कीदृशैः (kīdṛśaiḥ) - with what kind; किङ्कुलीनैः (kiṅkulīnaiḥ) - with what kind of kinsmen; वा (vā) - or; सह (saha) - together with; यात्रा (yātrā) - journey; विधीयते (vidhīyate) - is undertaken;]
(Of what kind should the servants who are in close association or endowed with virtues be? With what kind of kinsmen or together with whom is the journey undertaken?)
What should be the qualities of servants who are closely associated or virtuous? With what kind of kinsmen or companions should one undertake a journey?
न ह्येको भृत्यरहितो राजा भवति रक्षिता। राज्यं चेदं जनः सर्वस्तत्कुलीनोऽभिशंसति ॥१२-११६-१२॥
na hy-eko bhṛtyarahito rājā bhavati rakṣitā। rājyaṃ cedaṃ janaḥ sarvas-tatkūlīno'bhisaṃsati ॥12-116-12॥
[न (na) - not; हि (hi) - indeed; एकः (ekaḥ) - one; भृत्यरहितः (bhṛtyarahitaḥ) - devoid of servants; राजा (rājā) - king; भवति (bhavati) - becomes; रक्षिता (rakṣitā) - protector; राज्यम् (rājyam) - kingdom; च (ca) - and; इदम् (idam) - this; जनः (janaḥ) - people; सर्वः (sarvaḥ) - all; तत्कुलीनः (tatkūlīnaḥ) - of that family; अभिशंसति (abhisaṃsati) - praises;]
(Indeed, a king who is alone and without servants does not become a protector. And all the people of this kingdom praise one of that family.)
A king who is alone and without attendants cannot act as a protector. All the people of this kingdom praise one who belongs to that family.
न हि प्रशास्तुं राज्यं हि शक्यमेकेन भारत। असहायवता तात नैवार्थाः केचिदप्युत ॥ लब्धुं लब्ध्वा चापि सदा रक्षितुं भरतर्षभ ॥१२-११६-१३॥
na hi praśāstuṃ rājyaṃ hi śakyam ekena bhārata। asahāyavatā tāta naiva arthāḥ kecid api uta॥ labdhuṃ labdhvā ca api sadā rakṣituṃ bharatarṣabha॥12-116-13॥
[न (na) - not; हि (hi) - indeed; प्रशास्तुं (praśāstuṃ) - to govern; राज्यं (rājyaṃ) - kingdom; हि (hi) - indeed; शक्यम् (śakyam) - possible; एकेन (ekena) - by one; भारत (bhārata) - O Bhārata; असहायवता (asahāyavatā) - by one without helpers; तात (tāta) - dear one; नैव (naiva) - not at all; अर्थाः (arthāḥ) - objects (of desire); केचित् (kecit) - any; अपि (api) - even; उत (uta) - indeed; लब्धुं (labdhuṃ) - to obtain; लब्ध्वा (labdhvā) - having obtained; च (ca) - and; अपि (api) - also; सदा (sadā) - always; रक्षितुं (rakṣituṃ) - to protect; भरतर्षभ (bharatarṣabha) - O best of the Bharatas;]
(Not indeed is it possible to govern a kingdom by one, O Bhārata. By one without helpers, dear one, not at all can any objects (of desire) indeed be obtained, and having obtained, also always to protect, O best of the Bharatas.)
O Bhārata, it is not possible for one person alone to govern a kingdom. Dear one, without helpers, no objects of desire can ever be obtained, nor, having obtained them, can they always be protected, O best of the Bharatas.

यस्य भृत्यजनः सर्वो ज्ञानविज्ञानकोविदः। हितैषी कुलजः स्निग्धः स राज्यफलमश्नुते ॥१२-११६-१४॥
yasya bhṛtyajanaḥ sarvo jñānavijñānakovidaḥ। hitaiṣī kulajaḥ snigdhaḥ sa rājyaphalamaśnute ॥12-116-14॥

(Of whom the servant person, all, skilled in knowledge and wisdom, well-wisher, born in a good family, affectionate, he enjoys the fruit of the kingdom.)
He whose every servant is skilled in knowledge and wisdom, is a well-wisher, born in a good family, and affectionate, he enjoys the fruits of the kingdom.
मन्त्रिणो यस्य कुलजा असंहार्याः सहोषिताः। नृपतेर्मतिदाः सन्ति सम्बन्धज्ञानकोविदाः ॥१२-११६-१५॥
mantriṇo yasya kulajā asaṃhāryāḥ sahoṣitāḥ। nṛpater matidāḥ santi sambandhajñānakovidāḥ ॥12-116-15॥
[मन्त्रिणः (mantriṇaḥ) - ministers; यस्य (yasya) - whose; कुलजाः (kulajāḥ) - born in noble families; असंहार्याः (asaṃhāryāḥ) - irresistible; सहोषिताः (sahoṣitāḥ) - dwelling together; नृपतेः (nṛpateḥ) - of the king; मतिदाः (matidāḥ) - givers of counsel; सन्ति (santi) - are; सम्बन्धज्ञानकोविदाः (sambandhajñānakovidāḥ) - skilled in knowledge of relationships;]
(Ministers whose (are) born in noble families, irresistible, dwelling together; of the king, givers of counsel, are, skilled in knowledge of relationships.)
The king whose ministers are born in noble families, are irresistible, live together, give wise counsel, and are skilled in the knowledge of relationships.
अनागतविधातारः कालज्ञानविशारदाः। अतिक्रान्तमशोचन्तः स राज्यफलमश्नुते ॥१२-११६-१६॥
anāgatavidhātāraḥ kālajñānaviśāradāḥ। atikrāntamaśocantaḥ sa rājyaphalamaśnute ॥12-116-16॥
[अनागत (anāgata) - not yet come; future; विधातारः (vidhātāraḥ) - planners; arrangers; कालज्ञान (kālajñāna) - knowledge of time; विशारदाः (viśāradāḥ) - skilled; proficient; अतिक्रान्तम् (atikrāntam) - that which has passed; past; अशोचन्तः (aśocantaḥ) - not grieving; not lamenting; सः (saḥ) - he; राज्यफलम् (rājyaphalam) - fruit of the kingdom; reward of sovereignty; अश्नुते (aśnute) - enjoys; attains;]
(Those who are planners for the future, skilled in knowledge of time, not grieving for what has passed, he enjoys the fruit of the kingdom.)
He who plans for the future, is skilled in knowledge of time, and does not grieve for what is past, enjoys the rewards of sovereignty.
समदुःखसुखा यस्य सहायाः सत्यकारिणः। अर्थचिन्तापरा यस्य स राज्यफलमश्नुते ॥१२-११६-१७॥
samaduḥkhasukhā yasya sahāyāḥ satyakāriṇaḥ। arthacintāparā yasya sa rājyaphalamaśnute ॥12-116-17॥
[समदुःखसुखाः (samaduḥkhasukhāḥ) - those who are equal in sorrow and happiness; यस्य (yasya) - whose; सहायाः (sahāyāḥ) - helpers; सत्यकारिणः (satyakāriṇaḥ) - doers of truth; अर्थचिन्तापराः (arthacintāparāḥ) - absorbed in concern for welfare; यस्य (yasya) - whose; सः (saḥ) - he; राज्यफलम् (rājyaphalam) - fruit of sovereignty; अश्नुते (aśnute) - enjoys;]
(Those whose helpers are equal in sorrow and happiness, doers of truth, absorbed in concern for welfare—he enjoys the fruit of sovereignty.)
He whose helpers are impartial in happiness and sorrow, truthful in action, and devoted to the king's welfare, enjoys the rewards of sovereignty.
यस्य नार्तो जनपदः संनिकर्षगतः सदा। अक्षुद्रः सत्पथालम्बी स राज्यफलभाग्भवेत् ॥१२-११६-१८॥
yasya nārto janapadaḥ saṃnikarṣagataḥ sadā। akṣudraḥ satpathālambī sa rājyaphalabhāgbhavet ॥12-116-18॥
[यस्य (yasya) - of whom; न (na) - not; अर्तः (ārtaḥ) - afflicted; जनपदः (janapadaḥ) - the people; सन्निकर्षगतः (saṃnikarṣagataḥ) - in close association; सदा (sadā) - always; अक्षुद्रः (akṣudraḥ) - not petty; सत्पथालम्बी (satpathālambī) - one who follows the righteous path; सः (saḥ) - he; राज्यफलभाग् (rājyaphalabhāg) - enjoyer of the fruits of the kingdom; भवेत् (bhavet) - should be; ॥१२-११६-१८॥ (॥12-116-18॥) - ॥12-116-18॥;]
(Of whom the people are not afflicted, always in close association, not petty, one who follows the righteous path, he should be the enjoyer of the fruits of the kingdom.)
He whose people are never afflicted, who is always close to them, who is not petty and who follows the righteous path, he alone should enjoy the fruits of the kingdom.
कोशाक्षपटलं यस्य कोशवृद्धिकरैर्जनैः। आप्तैस्तुष्टैश्च सततं धार्यते स नृपोत्तमः ॥१२-११६-१९॥
kośākṣapaṭalaṃ yasya kośavṛddhikarairjanaiḥ। āptaistuṣṭaiśca satataṃ dhāryate sa nṛpottamaḥ ॥12-116-19॥
[कोश-अक्ष-पटलम् (kośa-akṣa-paṭalam) - treasury-account-ledger; यस्य (yasya) - whose; कोश-वृद्धि-करैः (kośa-vṛddhi-karaiḥ) - by those who cause increase of treasury; जनैः (janaiḥ) - by people; आप्तैः (āptaiḥ) - by trusted (ones); तुष्टैः (tuṣṭaiḥ) - by satisfied (ones); च (ca) - and; सततम् (satatam) - always; धार्यते (dhāryate) - is maintained; सः (saḥ) - he; नृप-उत्तमः (nṛpa-uttamaḥ) - best among kings;]
(The treasury-account-ledger whose is by those who cause increase of treasury, by people, by trusted (ones), by satisfied (ones), and always is maintained, he (is) best among kings.)
He is the best among kings whose treasury account is always maintained by trusted, satisfied people who increase the treasury.
कोष्ठागारमसंहार्यैराप्तैः सञ्चयतत्परैः। पात्रभूतैरलुब्धैश्च पाल्यमानं गुणीभवेत् ॥१२-११६-२०॥
koṣṭhāgāram asaṃhāryair āptaiḥ sañcaya-tatparaiḥ। pātra-bhūtair alubdhaiś ca pālyamānaṃ guṇī bhavet ॥12-116-20॥

(A treasury, being protected by those not to be plundered, by trusted persons intent on accumulation, by those who are worthy, not greedy, becomes endowed with qualities.)
A treasury that is guarded by trustworthy, diligent, and worthy individuals who are not greedy becomes excellent.
व्यवहारश्च नगरे यस्य कर्मफलोदयः। दृश्यते शङ्खलिखितः स धर्मफलभाग्भवेत् ॥१२-११६-२१॥
vyavahāraś ca nagare yasya karmaphalodayaḥ। dṛśyate śaṅkha-likhitaḥ sa dharmaphalabhāgbhavet ॥12-116-21॥

(Conduct and in the city of whom the arising of the fruit of action is seen, written on a conch, he may become the enjoyer of the fruit of dharma.)
He whose conduct in the city is such that the results of his actions are visibly recorded, as if written on a conch, may become the recipient of the fruits of righteousness.
सङ्गृहीतमनुष्यश्च यो राजा राजधर्मवित्। षड्वर्गं प्रतिगृह्णन्स धर्मात्फलमुपाश्नुते ॥१२-११६-२२॥
saṅgṛhītamanuṣyaś ca yo rājā rājadarmavit। ṣaḍvargaṃ pratigṛhṇans dharmāt phalam upāśnute ॥12-116-22॥

(And the king who, having collected men and being a knower of kingly duties, accepts the six groups (of enemies), he enjoys the fruit from righteousness.)
A king who gathers men, understands royal duties, and deals with the sixfold group of enemies, enjoys the rewards that come from righteousness.
