Vaisesika Sūtra 6.2.01

dṛṣṭādṛṣṭaprayojanānāṃ dṛṣṭābhāve prayojanamabhyudayāya ॥1॥

Among the seen and unseen purposes, in the absence of the seen, the (unseen) purpose is benevolence (abhyudayā).
